What is the section concerned ? Keep your users => Maintain your project, process opened issues

What is the point concerned ? I think we could add some advice about how to manage the projects issues.

What would you like to add or modify ? We could add a mention to issue template if the project is under github ? Maybe some others things i don't know ;)
