PlaceholderColor property on SearchBars don't work when running on iOS 13 devices/simulators.

Steps to Reproduce

Include this Xaml in a page:

<SearchBar PlaceholderColor="Green" Placeholder="hint text" />

Expected Behavior

Green placeholder.

Actual Behavior

Gray placeholder.
