[UWP] GroupHeaderBinding displays ShortName instead of Display name

Description

When a ListView is used with grouping as described in this article, UWP renders the GroupShortName as the group header instead of the GroupDisplay. This behavior has also been documented in this Xamarin forum discussion. On Android, the expected GroupDisplay is rendered.

Steps to Reproduce

1. Create a ListView with Grouping Enabled (e.g. like in the official guide).
2. Add a and a ShortName for each group.
3. Bind the Title to GroupDisplayBinding and the ShortName to GroupShortNameBinding

Expected Behavior

The Title is displayed as the group header.

Actual Behavior

The ShortName is displayed as the group title.
