Description

  1. Delta exporters by default will not exporter data if there is no updates during the collection cycle.
  2. Cumulative exporters by default will not repeat the same data if there is no updates during the latest collection cycle (related to https://github.com/open-telemetry/opentelemetry-specification/issues/1200).
  3. We might provide a way to allow people to opt-in if they want the exporters to receive metrics even if there is no measurement being reported during the collection cycle.
